The governance structure is led by Dr. Noel Ntawigaya (PhD), the Board Chairperson, who also serves as a Senior Lecturer and Dean of the Faculty of Education at Teofilo Kisanji University, where he is awaiting confirmation as a Professor. Dr. Ntawigaya brings extensive experience in education, research, and academic leadership, having worked across various levels of the education system, from teacher training colleges to postgraduate instruction. The Secretariat is led by Mr. Julius Muungano, PELO’s Executive Director and founder.
